Park H. Martin was born in Allegheny County in the borough of Bellevue, the son of David Herron and Angie (Starr) Martin. Following study at Carnegie Institute of Technology, Pittsburgh, Park Martin worked for several engineering and industrial firms. A registered professional engineer, he directed his own engineering business for more than twenty years in the Pittsburgh area. The Allegheny Conference on Community Development (ACCD) was organizaed in 1943 as the Citizens' Committee on Post-War Planning. The Committee was established to improve Pittsburgh from a dirty, smoky, easily flooded place where no one would voluntarily live into an improved city that could benefit from the post-war recovery period.
